Woman charged with 4-month-old daughter’s strangulation death

ELIZABETHTOWN, Pa. (WHTM) – A Pennsylvania woman is accused of killing her 4-month-old daughter.

Candace Parrow, 23, was arrested Monday and charged with homicide, aggravated assault and strangulation in the child’s death on July 16.

The Lancaster County district attorney’s office said Parrow had sole custody of the infant at her Elizabethtown apartment that evening.

Police officers were called to the apartment just after 10 p.m. and found the baby unresponsive. She was taken to Penn State Hershey Medical Center and pronounced dead about an hour later.

Parrow was very distraught and made statements about being “blamed again for this.” Police learned she previously had a child who died out of state.

Parrow told police she put the child down to sleep, went to another room to do dishes and returned about 10 minutes later to find her daughter unresponsive.

However, the few dishes at the home were dirty and Parrow changed her story during separate interviews, the district attorney’s office said.

The child’s father told investigators the baby appeared healthy before he left for work and when he had a Facetime conversation with Parrow around 8:30 p.m.

The father said Parrow became very upset during previous issues with the child crying.

Parrow is in Lancaster County Prison without bail.
