Franklin Township asks BCI to investigate after officer seen on camera kicking suspect

FRANKLIN TWP., OH (WCMH) — Franklin Township officials said today they have asked the state Bureau of Criminal Investigation to conduct an independent investigation of an incident last week that led to the resignation of a township police officer.

Officer Rob Wells turned in his resignation after initially being suspended for allegedly kicking a handcuffed suspect in the head. The incident was captured on cell phone video.

Police Chief Byron Smith met with township trustees in executive session Wednesday morning to discuss the situation.

“The public’s trust is one of our main concerns but I believe this was an isolated incident,” Smith said after the meeting.

The chief said with Wells’ decision to resign, the need for a disciplinary procedure is eliminated.

“We’ve concluded everything that we can except for the disciplinary process which has been halted because it’s administrative and since the officer quit we cannot compel him to come in and talk to us,” Smith said.
