Cambridge man charged after allegedly tossing dog over shelter’s fence


The Guernsey County Sheriff’s Office has charged a Cambridge man after a dog was thrown over a fence at the county’s dog shelter.

Surveillance video from Saturday, May 5, shows a person pull up to the Guernsey County Dog Shelter in a pickup truck and toss a small dog over the shelter’s 8-foot tall fence. The sheriff’s office posted the video on social media asking for the public’s help identifying the suspect.

According to the sheriff’s office, deputies charged Paul Powers, 56, with cruelty to companion animals on May 10 after an investigation into the incident. Court records show Powers is also facing charges for abandoning animals and dogs with no tags or registration.

Powers is expected to be arraigned in Guernsey County Municipal Court on May 22.
