    Questions continue to arise about the investigation that led to the firing of former Ohio State University Marching Band director Jonathan Waters – and some are being raised by a true investigator.

COLUMBUS, Ohio - The questions continue to arise after the firing of former Ohio State University marching band director Jonathan Waters.

Waters was fired on July 23 after a two-month investigation by the Office of the University Compliance.

The Ohio State investigation allegedly revealed cultural issues that Waters was allegedly aware of or should have been aware of. It was further alleged that Waters failed to eliminate the "sexualized culture" and prevent it from reoccurring.

Ohio State President Dr. Michael Drake said the university's investigation was about a very specific and limited period of time.

"We focused on this investigation, which came from a series of complaints and activities taken place between the spring of 2013 and the summer of 2014," Drake told NBC4.

Drake's statement raised questions.

Page nine of the university's investigation report details the Trip Tic, a secret newsletter that band members shared before road trips. In the newsletter, the investigation claims, students would rate each others' sexual attractiveness. Investigators wrote half a page about the Trip Tic before mentioning that Waters had banned the newsletter in 2012 – well before the spring of 2013.

Page 11 of the report cites a story that describes a sexual encounter from 2007. The witness referenced was quoted as saying the band culture absolutely needs to be fixed. But, that witness was never in the marching band when Waters was director.

At the end of the report, exhibits A and B are 70 pages of documents attached as evidence to support the report's findings.

However, every document in the report was published years before Waters was director.

There were also 21 band nicknames listed in the Ohio State report. 16 of those nicknames were given before Waters was director, according to Zachary Naughton.

Naughton is the third witness out of nine to step forward accusing OSU investigators of omitting his words in the final report.

Naughton also said that of the ten rookie tricks listed in the report, seven were from an era before Waters was in charge.

Former and current band members have spoken out in favor of Waters, saying that the university overreacted to the concerns of a few, and that Waters was working to correct some of the questionable, decades-old traditions.

The investigation report released by the university outlined numerous activities that related to the band's culture, including Midnight Ramp, nicknames, Rookie Introductions, Rookie Midterms and Physical Challenges, Trip Tic, Songbook, and other misconduct and conditions on buses.

Current and former band members have said the report is an exaggeration, and more than 12,600 supporters have signed an online petition to have Waters reinstated.
