CENTRAL OHIO -- A level 1 snow emergency means roads are hazardous and people should drive with caution.
A level 2 emergency means driving is discouraged and you should call before heading to work.
A level 3 emergency means only emergency vehicles should be on the roads. People could be arrested if they decide to drive on local roads.
