COLUMBUS, Ohio -- A Level 1 emergency means that roads are hazardous and people should drive with caution.
A Level 2 emergency means that driving is discouraged and you should call before heading to work.
A Level 3 emergency means that only emergency vehicles should be on the roads. People could be arrested if they decide to drive on local roads.
